Tinkerer stock and rapid measurement swings
Purchased directly from the Goblin Tinkerer for 10 silver after freeing him from the cavern layer, the Ruler operates as a swift melee weapon. In updates prior to 1.4.0.1, it functioned as an accessory that projected measurement grids across the screen. When grid visualization was made an interface setting, the item was repurposed into an offensive tool. It delivers continuous autoswing strikes at 20 use time, dealing 12 base melee damage with faint 0.5 knockback.
Close quarters defense and legendary reforge
Because of its miniature reach and weak knockback, using the Ruler requires getting right next to hostile creatures, making it dangerous against airborne harpies or fast cavern bats. However, its high swing rate allows it to rapidly stunlock grounded monsters in narrow passageways. While superseded by broadswords like the Platinum Broadsword in raw range, it offers cheap early autoswing utility immediately upon rescuing the tinkerer. Visiting the Goblin Tinkerer to reforge it to Legendary provides optimal swing speed, damage, and reach.
